The Commissioners of Customs and Excise, in exercise of the powers conferred on them by section 22(3) of, and paragraph 3 of Schedule 4 to, the Betting and Gaming Duties Act 1981^f1 and of all other powers enabling them in that behalf, hereby make the following Order:
