  "text": "For article 12 of the principal Order there shall be substituted the following article—\n“Enforcement\n12 (1) This Order shall be enforced and executed in relation to premises which are licensed under the Fresh Meat (Hygiene and Inspection) Regulations 1995 or the Poultry Meat, Farmed Game Bird, Meat and Rabbit Meat (Hygiene and Inspection) Regulations 1995 by the Minister of Agriculture, Fisheries and Food in relation to England and by the Secretary of State in relation to Scotland or Wales.\n(2) In all other respects this Order shall be executed and enforced by the Local Authority.”.",
