  "text": "The Ministers may make such orders as they think fit for authorising a local authority to make regulations for any of the purposes—\n(a) of this Act, or\n(b) of an order of the Minister,\nsubject to such conditions, if any, as the Ministers for the purpose of securing uniformity and the due execution of this Act, think fit to prescribe.",
