  "long_title": "This Order, which does not extend to Northern Ireland, prescribes the fees payable by the holder of a certificate issued under section 6 or 7 of the Animals (Scientific Procedures) Act 1986. The current fees payable by the holders of such certificates are those payable under the Order amended by article 4 of this Order (the amendment ensures that the new fees will be payable for any financial year after the one beginning on 1st April 1999). The fees are payable at the end of the year to which they relate.",
