  "text": "In this Schedule—\n“the Council Regulation” means Council Regulation (EC) No 338/97 on the protection of species of wild fauna and flora by regulating trade therein;\n“debilitating clinical condition” means a condition which causes a reduction in a person’s normal physical or psychological ability to function;\n“endangered animal” means an animal of a species which—\n(a) is listed in Annex A to the Council Regulation; and\n(b) is not within the scope of Article 7(1) of that Regulation;\nand “endangered primate” and “non-endangered primate” are to be construed accordingly.",
