  "text": "(1) Any power of the Secretary of State to make an order under this Act shall be exercisable by statutory instrument.\n(2) A statutory instrument containing an order under any of the foregoing provisions of this Act shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
