  "text": "The annual fee payable by the holder of a certificate issued under section 6 of the Act (scientific procedure establishments) in respect of any calendar year during the whole or part of which the certificate is in force shall consist of the fixed element specified in article 3 below and the additional element calculated in accordance with article 4 below.",
