  "heading": "Applications for and refusals of permits under sections 11 and 12 of the Act",
  "text": "(1) An application for a permit under section 11 or 12 of the Act shall be made to the Secretary of State in such form, and accompanied by such number of copies, as he may require.\n(2) If the Secretary of State decides not to grant such a permit he shall so inform the applicant in writing giving his reasons.",
