  "text": "(1) The Welsh Ministers must by order specify sectors of skill, trade or occupation for the purposes of this Chapter.\n(2) The sectors specified under subsection (1) must in the opinion of the Welsh Ministers encompass the full range of skills, trades and occupations.",
