  "text": "Where—\n(a) a party fails—\n(i) to attend a hearing which the tribunal requested the party to attend a reasonable period in advance of the hearing, or\n(ii) to produce any document or other evidence requested by the tribunal, and\n(b) the tribunal considers that there is no good reason for the failure,\nthe tribunal may proceed with the arbitration, and make its award, on the basis of the evidence (if any) before it.",
