  "text": "(1) Part 2 of Schedule 1 to the Act is amended as follows.\n(2) For paragraph 13 substitute—\n“13. The Professional Conduct Committee is to consist of—\n(a) at least three persons who are legally qualified;\n(b) at least three persons registered in Part 1 of the Register of whom at least one must be a person whose address in the Register is in Scotland; and\n(c) at least three persons who are not legally qualified and are not registered in Part 1 of the Register.”.\n(3) In paragraph 15—\n(a) for sub-paragraphs (1) and (1A) substitute—\n“(1) Subject to sub-paragraph (2), the quorum of the Professional Conduct Committee is —\n(a) one member appointed under paragraph 13(a);\n(b) one member appointed under paragraph 13(b); and\n(c) one member appointed under paragraph 13(c).”; and\n(b) in sub-paragraph (2), omit “In addition,”.\n(4) After paragraph 17 insert—\n“17A. In paragraph 13 the reference to a person who is legally qualified means—\n(a) a person who for the purposes of the Legal Services Act 2007 is an authorised person in relation to an activity that constitutes a reserved legal activity (within the meaning of that Act);\n(b) a solicitor or barrister in Northern Ireland; or\n(c) a solicitor or advocate in Scotland.”",
