  "text": "(1) Subject to sub-paragraph (2), the quorum of the Professional Conduct Committee is —\n(a) one member appointed under paragraph 13(a);\n(b) one member appointed under paragraph 13(b); and\n(c) one member appointed under paragraph 13(c).\n(2) ... Where the Committee is considering the case of a person whose address in the Register is in Scotland, the Committee is not quorate unless there is present a member of the Committee who is a registered person and whose address in the Register is in Scotland.",
