  "text": "(1) Rules made by the Board may make provision for the appointment of a person to act as chair of the Board for any period when there is no person appointed under paragraph 1 or in such other circumstances as may be prescribed.\n(2) No person who is a registered person is eligible for appointment under this paragraph.",
