  "text": "(1) The Secretary of State may make regulations for enabling a person to apply for the revocation of an order under paragraph 2 as soon as the order is made.\n(2) The regulations may in particular make provision as to—\n(a) who may make an application;\n(b) the persons who are to hear the application;\n(c) the procedure for hearing the application (including evidence);\n(d) the grounds on which the order may be revoked;\n(e) the functions of the persons hearing the application.\n(3) Regulations under sub-paragraph (2)(e) may in particular confer on the persons hearing the application—\n(a) power to confirm an order under paragraph 2;\n(b) power to revoke such an order and order the immediate release of the person subject to the order.",
