  "heading": "Power to Public Works Loan Commissioners to advance Monies to Local Authority.",
  "text": "The Public Works Loan. Commissioners, as defined by the Public Works Loan Act, 1853, may, if they think fit, lend to any Local Authority, and any Local Authority may borrow from the said Commissioners, such Sums as the said Authority may require for the Purposes of this Act, but the Amount of every Loan shall be sanctioned by the Lords Commissioners of the Treasury.",
