  "text": "(1) Where this Part applies to the reconsideration of an appeal, the following provisions of Section 2 of Part 3 of the Principal Rules apply—\n(a) rule 31(2) to (5); and\n(b) rule 32(1).\n(2) Rules 17 to 19 and Part 5 of the Principal Rules apply, with any necessary modifications, to the reconsideration of an appeal under this Part to the extent that they would apply to the initial determination of an appeal under Part 2 of these Rules.",
