  "text": "(1) The Tribunal may, subject to these Rules, decide the procedure to be followed in relation to any appeal or application.\n(2) Anything of a formal or administrative nature which is required or permitted to be done by the Tribunal under these Rules may be done by a member of the Tribunal’s staff.",
