  "text": "IMMIGRATION\nMade 10th July 2003\nLaid before Parliament 15th July 2003\nComing into force 11th August 2003\nThe Secretary of State, in exercise of the powers conferred on him by sections 104 and 166(3) of the Immigration and Asylum Act 1999, after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992, and having regard to the desirability of securing, so far as reasonably practicable, that appeals are brought and disposed of with the minimum of delay, hereby makes the following Rules:",
