  "text": "(1) If there is to be an oral hearing, the hearing must be held and the appeal determined 4 days after consideration day.\n(2) In all other cases, the appeal must be determined on consideration day, or as soon as possible thereafter, but in any event not later than 4 days after consideration day.",
