  "text": "IMMIGRATION\nMade 2nd March 2000\nLaid before Parliament 10th March 2000\nComing into force 3rd April 2000\nThe Secretary of State, in exercise of the powers conferred on him by sections 104 and 166(3) of the Immigration and Asylum Act 1999, after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992, and having regard to the desirability of securing, so far as is reasonably practicable, that appeals are brought and disposed of with the minimum of delay, hereby makes the following Rules:",
