  "text": "(1) It is the duty of the Secretary of State to enforce sections 78 and 79.\n(See Part 3 of Schedule 5 to the Consumer Rights Act 2015 for investigatory powers in connection with that duty.)\n(2) Sub-paragraph (1) does not authorise the Secretary of State to bring criminal proceedings in Scotland.",
