  "heading": "Time limit for prosecution",
  "text": "(1) No proceedings for an offence under section 78 or 79 may be commenced after the earlier of—\n(a) the end of the period of 3 years beginning with the date of the commission of the offence, and\n(b) the end of the period of 12 months beginning with the date of the discovery of the offence by the prosecutor.\n(2) For the purposes of sub-paragraph (1)(b)—\n(a) a certificate signed by or on behalf of the prosecutor and stating the date on which the offence was discovered by the prosecutor is conclusive evidence of that fact, and\n(b) a certificate stating that matter and purporting to be so signed shall be treated as so signed unless the contrary is proved.",
