  "heading": "Power to change or clarify existing traffic legislation",
  "text": "(1) The Secretary of State may, by regulations, make provision for the purpose of changing or clarifying whether, how or in what circumstances a relevant enactment applies to the user-in-charge of a vehicle.\n(2) A “relevant enactment” is an enactment that—\n(a) was passed or made on or before the relevant day, and\n(b) relates to the driving or use of a vehicle.\n(3) Regulations under this section may amend any enactment passed or made on or before the relevant day.",
