  "text": "(1) Article 4 (civil aviation safety investigation authority) is amended as follows.\n(2) In paragraph 1, for “Each Member State” substitute “The Secretary of State”.\n(3) In paragraph 6—\n(a) for the words from the beginning to “Member State” substitute “The Secretary of State must ensure that the safety investigation authority has”;\n(b) in point (a), for “national” substitute “any other relevant”.",
