  "text": "There shall be an Advisory Committee on the Prerogative of Mercy which shall consist of—\n(a) the Minister referred to in paragraph (2) of Article 90 of this Constitution, who shall be Chairman;\n(b) the Attorney-General; and\n(c) not less than three or more than five other members appointed by the Governor-General.",
