  "text": "Any person who without reasonable excuse contravenes or fails to comply with paragraph (1), (2) or (3) of regulation 3, any provision of regulation 4 or paragraph (2) of regulation 5, or fails to comply with a requirement made pursuant to paragraph (3) or (4) of regulation 5, shall be guilty of an offence and shall be liable on summary conviction in England, Wales and Scotland to a fine not exceeding level 3 on the standard scale and in Northern Ireland to a fine not exceeding £1000.",
