  "text": "(1) In these Regulations, unless the context otherwise requires—\n“the Act” means the Banking Act 1987;\n“appeal” means an appeal to which these Regulations apply in accordance with regulation 3;\n“appellant” means a person who under the Act is entitled to appeal or has appealed, as the case may be, to the Tribunal against a decision of the Bank or against a finding on which such a decision is based;\n“the Bank” means the Bank of England;\n“the chairman” means the chairman of the Tribunal appointed in accordance with section 28 of the Act;\n“preliminary hearing” means a hearing held pursuant to regulation 10;\n“the secretary” means the person appointed by the Treasury to act as secretary to the Tribunal.\n(2) Unless the context otherwise requires any reference in these Regulations to a numbered regulation is a reference to the regulation bearing that number in these Regulations and any reference in a regulation to a numbered paragraph is a reference to the paragraph bearing that number in that regulation.",
