  "text": "The barrage shall be deemed to have been constructed under a licence under Chapter II of Part II of the Water Resources Act 1991 granted by the River Authority and, except as may be otherwise provided by this Order, the provisions of the said Act of 1991 relating to such licences shall apply to the licence deemed by this article to have been granted under that Chapter as they apply to those so granted.",
