  "text": "In this Part—\n“Central electoral division” means an electoral division of Bedfordshire established by article 3 of the 2004 Order that is not one of the Bedford electoral divisions;\n“shadow authority” means an authority (not being a local authority) which will become a local authority on 1st April 2009;\n“shadow executive” has the meaning given by article 16(1); and\n“the shadow period” means the period beginning with the day on which this Order comes into force and ending on the fourth day after the 2009 election day.",
