Regulation 3 Competent authority and authorities responsible for enforcement

(1)

The Scottish Ministers shall be the competent authority for the purposes of Commission Regulation 1141/97, Title II of Regulation 1760/2000 and Commission Regulation 1825/2000.

(2)

These Regulations shall be enforced by–

(a)

the Scottish Ministers for the purposes of ascertaining whether there is or has been any contravention of these Regulations in slaughterhouses, cutting plants or wholesalers; and

(b)

local authorities for the purposes of ascertaining whether there is or has been any contravention of these Regulations in places other than in slaughterhouses, cutting plants or wholesalers.
