  "text": "A failure to discharge a duty—\n(a) placed on the Ministers by these Regulations; or\n(b) placed on any person by regulation 5, 7(3), 9(4) to (6), 9(8), 10(4) to (6), 10(9), 11(5), 12(5), 17(4), 26(2), 34(1) to (4) and 37,\nshall not be an offence under section 33(1)(c) of the 1974 Act.",
