  "text": "(1) The following provisions of this Act extend to England and Wales only—\n(a) in Part 3, sections 13 to 19, 20(3) and 23;\n(b) Part 4.\n(2) The remaining provisions of this Act extend to England and Wales, Scotland and Northern Ireland.",
