  "text": "The Commissioners shall publish in a newspaper circulating in the town of Blyth a notice–\n(a) specifying the day fixed by them as the operative date; and\n(b) setting out the effect of this Order;\nand the day so fixed shall not be earlier than the end of the period of 21 days beginning with the date of publication of the notice.",
