  "text": "In this Chapter—\n“the Board” has the meaning given by section 6(2)(b);\n“border security” has the meaning given by section 3(5);\n“civil servant” means an individual who is employed in the civil service of the State;\n“the Commander” means the Border Security Commander;\n“GCHQ” has the same meaning as in the Intelligence Services Act 1994 (see section 3(3) of that Act);\n“partner authority” has the meaning given by section 3(5);\n“public authority” has the meaning given by section 3(5);\n“threats to border security” is to be constructed in accordance with section 3(7) to (9).",
