  "text": "Any person who without lawful authority or reasonable excuse—\n(a) closes or opens the barrier and/or the flood gates; or\n(b) in any other way interferes with the scheduled works or their operation,\nis guilty of an offence and for every such offence is liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
