  "text": "The 1st January 1974 shall be the date before which councils of adjacent counties should agree between themselves which of them shall on and after 1st April 1974 be the highway authority for each highway carried by a bridge and the approaches thereto in a case where the bridge carries a highway for which the Secretary of State is not the highway authority and part of the bridge is situated in one county and part in another.",
