  "text": "HIGHWAYS, ENGLAND AND WALES\nMade 17th December 1973\nComing into Operation 1st January 1974\nThe Secretary of State for the Environment, in relation to England, and the Secretary of State for Wales, in relation to Wales, hereby make this Order in exercise of their powers under section 6(1) of the Highways Act 1959, as set out in paragraph 4 of Schedule 21 to the Local Government Act 1972, and of all other enabling powers:—",
