  "text": "(This note is not part of the Order)\nThis Order appoints, for the purposes of paragraph 18(2) of Schedule 17 to the Local Government (Wales) Act 1994, 1st January 1996 as the day before which new councils established under that Act are to agree which of them is to be the highway authority for a cross border highway bridge, other than a bridge forming part of a trunk road.",
