  "text": "(This note is not part of the Order)\nThis Order amends the Bovine Spongiform Encephalopathy Compensation Order 1996.\nArticles 3(3)(c) and 4(6) are amended to provide for the appointment of a valuer by the President of the Institute of Auctioneers and Appraisers in Scotland where an exposed animal in Scotland is to be slaughtered and the Minister and the animal’s owner have not agreed on the valuation or the appointment of a valuer. Article 4(5)(c) is replaced by a provision which limits its application to herds of 11 or more animals. Paragraph 3 of Schedule 2 is replaced by a new definition of “closed herd” making it clear that the relevant period ends when the first animal is slaughtered.",
