  "text": "Any person who, without lawful authority or excuse, proof of which shall lie on him—\n(a) defaces, obliterates or removes any mark applied to any bovine animal or carcase under article 6(2)(c),\n(b) contravenes article 5(1), 5(2), 6(3), 9, 12(1), 13(1), 14(1), 16(1) or 16(2),\n(c) fails to comply with any notice served under article 6(4), 7(1) or 8(1),\n(d) fails to comply with any condition of a licence issued under article 6(5)(b), 7(1), 9, 12(2), 13(2)(b) or 14(1), or\n(e) knowingly causes or permits any such contravention or non-compliance,\ncommits an offence against the Act.",
