  "text": "A request on the part of the Brazilian Government for the extradition of an offender who is found in any of the territories to which this Treaty has been extended in accordance with paragraph (1) of Article 16 of this Treaty may be made to the Governor or other competent authority of that territory, who may take the decision himself or refer the matter to Her Majesty’s Government in the United Kingdom for their decision.",
