  "text": "No authorised development shall commence until details of the reinstatement of the public highway and its associated street furniture following completion of the construction of the authorised development have been submitted to and approved by the relevant planning authority in consultation with the Department for Transport of the Welsh Government. The reinstatement works shall be implemented in accordance with the approved details.",
