  "text": "The wind turbines shall not be erected until details of their external appearance and colour and surface finish and the design and appearance of the associated external transformer/ switchgear units (if any) have been submitted to and approved by the relevant planning authority. The authorised development shall be completed in accordance with the approved details.",
