  "text": "(1) No authorised development shall commence until a written scheme for the management of any accumulations and deposits has been submitted to and approved by the relevant planning authority.\n(2) The approved scheme for the management of accumulations and deposits shall be implemented before and maintained during the construction, operation and decommissioning of the authorised development.",
