  "text": "(1) Members of the Council elected or appointed pursuant to article 4(1)(a) to (c) are entitled to vote in any decisions taken by the Council, and their votes are to have equal weight.\n(2) Members of the Council co-opted pursuant to article 4(1)(d) are advisory members and are not entitled to vote in decisions taken by the Council.",
