  "heading": "Decisions requiring special majority",
  "text": "(1) A decision by the Council on any of the matters specified in sub-paragraph (2) must be made at a meeting of the Council and approved in a vote by a majority of at least two-thirds of the members described in paragraph 1(1) who are present.\n(2) Those matters are—\n(a) making, varying or revoking any rules;\n(b) making, amending or revoking any standing orders;\n(c) entering into any agreement under which the Council undertakes any obligation as to the manner in which it is to exercise any of its functions; and\n(d) co-opting any person as a member of the Council.",
