  "text": "In this Order—\n“the appointed Commissioners” (except in article 4) means the Commissioners appointed under article 3(1)(a) or 7(1) below;\n“the chief executive” means the chief executive to the Commissioners;\n“the Commissioners” means the Brightlingsea Harbour Commissioners;\n“the harbour” means the harbour of Brightlingsea within the limits prescribed by section 13 of the Brightlingsea Harbour Order 1927; and\n“the new constitution date” means 1st October 2002.",
