  "text": "In article 5 (aggregate amount of rateable values)–\n(a) before the words “For the purposes”, there shall be inserted “(1)”;\n(b) in paragraph (b), for the words “each of the following four financial years” there shall be substituted the words “the financial year 1996-97”; and\n(c) for the word “where–”, there shall be substituted the following:–\n“(c) for the financial year 1997-98 and each of the following two financial years, shall be calculated in accordance with the formula–\n£47,125,309+£47,125,309×(A-B)B.\n(2) In sub-paragraphs (b) and (c) of paragraph (1) above–”.",
