  "text": "When a vacancy happens in the Legislative Council of Quebec by resignation, death, or otherwise, the Lieutenant Governor, in the Queen’s name, by instrument under the Great Seal of Quebec, shall appoint a fit and qualified person to fill the vacancy.",
