  "text": "For article 6 (SETTLEMENT OF DISPUTES) there shall be substituted the following article—\n“6 SETTLEMENT OF DISPUTES\n(a) If the Boards or the represented Boards (as the case may be) fail to agree upon any matter which is expressed in this Scheme to be the subject of agreement between them the matter shall be determined by the Minister upon the application of any of them after notice to the others and effect shall be given to such determination.\n(b) Any dispute in relation to the Force which arises between the Railways Board and any other user of the Force shall be determined by the Minister upon the application of either of them after notice to the other and effect shall be given to such determination.”.",
